The "who" is obvious, as Julian is mentioned under History as the inventor. I'm providing a formal citation, but nearly any interview or publication of Mr. Palmer's about changa will provide the changeable nature of ingredients.

"Higher range" is certainly vague, although usually the term is used to compare one type of EV to another. The cited article wasn't clearer.
