Company A was initially commanded by Captain Willis Dhu Aine Peaslee (1887–1960), who in 1910 graduated from Stanford with a bachelor of electrical engineering. Before the War, Capt. Peaslee had been teaching electrical engineering at Oregon State University. In 1957, Peaslee became president of the now defunct Valparaiso Technical Institute.
  1. April 29, 1918, to June 6, 1918: Private, 11th Company, 3rd Battalion, 165th Depot Brigade (Camp Travis – a World War I training camp that existed in San Antonio from 1917 to 1924)
  2. June 6, 1918, to July 14, 1919: Company A, 537th Engineers Service Battalion. The entire Battalion was composed of about 1,008 African American men. Company A was composed mostly of Texans and some Louisianians. Arthur returned to the U.S. aboard the USS Mount Vernon, departing Brest, France, June 28, 1919, arriving in Hoboken, New Jersey, July 5, 1919. Private Arthur was honorably discharged July 14, 1919, on demobilization.
