Nominator's rationale: Merge per WP:SMALLCAT, usually only one article in each category. This proposal is to merge everything into establishment categories by century (by geographic if applicable).   • Upmerge to Category:People from Oxford County, Maine and Category:County Commissioners in Maine. Category:County commissioners in the United States is subcatted by state but there no overall scheme by county (and the state categories are not large).   • Upmerge per nom. The "unless... clause of WP:SUBCAT" (which is actually in WP:SMALLCAT rather than SUBCAT) does not pertain here, as there's no "comprehensive overall" scheme of subcategorizing all county commissioners by individual county — if there aren't enough commissioners with articles to justify a county subcategory on size grounds, then the commissioners who do have articles just stay at the state level. And because county commissioners don't get past WP:NPOL just for being county commissioners, but rather the only ones who qualify for articles are those who held a more notable position at another time in their careers or who can be sourced well enough to satisfy WP:GNG as being more notable than the average county commissioner, most county commissioners don't have articles at all and few if any states have enough articles to warrant the by-county subcats anyway.
