Uploader asserts this is their own work but this image appears to be a piblicity photo that appears all over the place, e;g. http://lalcv.org/los-angeles-league-of-conservation-voters-endorses-monica-rodriguez-for-city-of-los-angeles-council-district-7/ so we would need OTRS confirmation Whpq (talk) 01:07, 5 June 2017 (UTC)[reply]

Delete as a copyright violation unless it can be clearly established that this is indeed the uploader's own work. It cannot be used as non-free content per WP:NFCC#1, and it has been published prior to it being uploaded to Wikipedia, so the only way to keep this would be, as WHpq points out, for a permissions email be sent to OTRS for verification purposes. -- Marchjuly (talk) 01:53, 5 June 2017 (UTC)[reply]

Delete per WP:CSD § G8. The uploader on Commons and its license tag has put forth a reasonable copyright status argument. Unless we know for certain that it incorrect, we should not let the irrational fear of "what if I am wrong?" prevent us from doing what is right. (Of course I am not implying that when we know it is incorrect, we should let irrational fears grip us and take exaggerated measures. OTRS permision has been provided for this image, but it appears this may not be sufficient. The image appears to be a derivative image is a licensed stock photo. See https://www.shutterstock.com/image-photo/car-driver-on-highway-31341679 for comparison. The licensing at Shutterstock does not transfer the copyright, and only provides a license for use.
